Abstract

Le Centre de recherches et d'études sur les sociétés méditerranéennes est un laboratoire de la Faculté de droit (Université Aix-Marseille III) et de l'Institut de recherche méditerranéenne (Université de Provence), associé au Centre national de la recherche scientifique (CNRS). Son activité couvre dans le domaine des sciences humaines les États maghrébins : Algérie, Libye, Maroc, Tunisie. Elle s'étend à la Mauritanie depuis 1974. Le C.R.E.S.M. comprend des équipes de recherches interdisciplinaires et un très important service de documentation et de bibliothèque. Depuis 1962 le laboratoire publie aux Éditions du CNRS : l'Annuaire de l'Afrique du Nord, ouvrage qui, en un millier de pages, fait le point pour le lecteur de la documentation de l'année, mais présente aussi une partie études et des articles d'actualités, etc. Ces études sont réunies en ouvrages dans la collection du C.R.E.S.M.

Abstract

Since 2011 the Libyan crisis has moved from being a domestic dispute to assuming increasing importance at the international level. Today it represents a crucial issue affecting global security. The intervention of external actors in the Libyan crisis was mainly driven by a desire to direct the transition towards outcomes that would best meet their own political and economic interests. Accordingly, each external player tried to support one specific faction, favoring either the Parliament in Tobruk, upheld by Khalifa Haftar, or the Presidential Council headed by Fayez al-Serraj in Tripoli, the latter being legitimized by the UN as well as by local militias in both Misrata and Tripoli. This report analyzes the troublesome re-building of Libya with a focus on the specific role played by international actors (neighboring and Gulf countries, European nations, Russia and the US) which make it more of an international rather than a domestic issue.

Abstract

The 2011 crisis in Libya represents the first case in which the international community invoked 'the Responsibility to Protect' principle, adopted in 2005 by UN member states, to justify coercive measures including sanctions and the use of military force. In this study, Karin Wester meticulously reconstructs and analyzes the evolution of the Libyan crisis, the international community's response, and the manner in which the 'Responsibility to Protect' was applied. Drawing on a wide variety of primary sources including in-depth interviews with politicians and diplomats, this comprehensive account of the 2011 intervention in Libya redresses popular narratives asserting that the intervention was driven primarily by western (neo-colonial) interests or by a desire for regime change. Instead, Wester reveals how the 'Responsibility to Protect' principle was realized to a considerable extent, but also how it provided a highly fragile basis for military enforcement action. Abstract

In the wake of the civil war and Qadhafi's demise, the time is ripe for a new edition of Dirk Vandewalle's classic history of Libya. The book, which was originally published in 2006, traces the country's history back to the 1900s, through the Italian occupation in the early twentieth century, the Sanusi monarchy and, thereafter, to the revolution of 1969 and the accession of Qadhafi. The following chapters analyse the economics and politics of Qadhafi's revolution, offering insights into the man and his ideology as reflected in his Green Book. The new edition covers the intervening years, since 2005, when, courted by the West, Qadhafi came in from the cold. At home, though, his people were disillusioned, and economic liberalization came too late to forestall revolution. In an epilogue, the author reflects upon Qadhafi's premiership and the legacy he leaves behind.
